This is the main application-form invitation for MECEE-BL 2027, issued by the Medical Education Commission under the National Medical Education Act, 2075 and the Regulations, 2077 (with amendments). The notice covers every bachelor-level programme selected through a single common entrance exam. All dates are in Bikram Sambat (BS) and AD as printed in the official document.

Programmes & Eligibility Groups
The notice groups the programmes into four blocks. Your minimum qualification depends on the group you apply for.

General minimum qualification
- Passed PCL (Proficiency Certificate Level) or Grade 12 from a recognised institution, having studied Physics, Chemistry and Biology, with a minimum aggregate of 50% or a 2.4 CGPA/GPA.
- Or an A-Level or equivalent programme with a different grading system — also with PCB and minimum 50% / 2.4 CGPA, and an equivalence certificate.
- Or a health-science diploma (General Medicine, Medical Lab Technology, Ophthalmic Science, Dental Science, Pharmacy, Radiography, Ayurveda, or Physiotherapy) with a minimum 50% aggregate, and registered with the relevant professional council.
Group 2: diploma-to-bachelor paths
For Group 2 programmes the qualifying diploma is specifically named, and council registration is required:

Group 4: nursing-specific rule
BNS / BMS candidates must have passed a PCL / Diploma in Nursing with a minimum of 50% or a 2.4 CGPA/GPA, and be registered with the Nepal Nursing Council. For any programme where a prior diploma is the route in, the relevant council registration is a hard requirement — upload the certificate or your form will be rejected.

For bank-counter deposits, enter the last six digits of the Transaction Number (TRN) on the voucher in the designated field of the application form. If you hit any problem during payment, the notice asks you to contact the Examination Directorate before making a second payment.
Documents You Must Upload
All certificates must be scans of the originals — scanned photocopies are not accepted. Multi-page certificates should be photographed or scanned and combined into a single PDF.

File size & format rules
- Photo: JPEG/JPG only, maximum 200 KB, good quality and not blurry.
- Documents: JPEG (max 200 KB) or PDF (max 500 KB), clear and readable.
- Name, signature, mobile number and photo must be identical across all forms if you apply for more than one programme.
The 45% Reservation Split
Under Rule 20 of the National Medical Education Regulations, 2077 (with amendments), government scholarship seats for bachelor level are split 55% open competition and 45% reserved. The reserved 45% is distributed like this:

Reservation proof required
- Martyrs' families, disappeared persons, wounded warriors and conflict victims: official proof issued by the relevant District Administration Office.
- Dalit, Adibasi Janajati, Khas Arya, Madhesi, Tharu, Muslim: a recommendation or certificate from the respective Commission, the District Administration Office, or the local government level.
- Persons with Disability: an official Disability Identity Card.
- Community school candidates: a certificate confirming study from Grade 6 to Grade 10 in a community school, certified by the School Principal and the Head of the Local Level Education Branch using the MEC's sample format (downloadable from mec.gov.np under Publications).
- Backward Area (Achham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu, Humla): a Nepali citizenship certificate issued from that district, plus proof of permanent residence in the same location certified by the local level after the date Shrawan 21, 2083 (2083/03/21).
If a reserved group's seats go unfilled, they are converted to the open group — and in specific cases (no Dalit/Muslim women, no Madhesi Dalit) the seats pass to other women or other Madhesi candidates by merit.

Entrance exam dates & time
The notice has not fixed the exam dates yet — it says exam dates and times will be published later. When MEC schedules them, they are expected to follow this programme grouping:

Keep checking entrance.mec.gov.np rather than relying on rumour — the admit card is published about 5 days before the exam, and MEC's academic calendar points to around early October 2026.
One relaxation is written into the notice: if fewer than double the available seats sit a given programme's exam, candidates scoring 50% or more are included in the merit list even if that falls below the 50th percentile.
Exam-day conduct
- Arrive at the centre at least 2 hours early — biometric data is collected and security checks (including ears and glasses) happen before entry.
- Carry the colour-printed admit card and your original ID (citizenship + National ID for Nepalis; passport or e-Aadhaar for foreigners). No photocopies.
- Prohibited: calculator, mobile phone, bluetooth devices, iPads, tablets, any electronic device, bags, wallets, purses, watches, correction fluid, and any jewellery. A black gel pen is provided in the hall — you cannot bring pens or stationery.
- No entry 15 minutes after the exam starts, and no leaving until the full 3 hours are over.
- Using a proxy candidate or violating exam discipline leads to cancellation and legal action under prevailing law.
Results, Matching & Admission
- After the result, MEC publishes an online priority-setting notice. Candidates who do not set their institution/programme priorities are excluded from matching (except wrap-up matching).
- Each programme has a separate merit list. Once a candidate is matched and admitted to one programme, they are removed from all other matching.
- Scholarship and foreign-group matching happens first; seats left vacant afterwards are converted to paying seats.
- Foreign candidates' matching is done through Open House Matching with biometric verification in person.
- Selected candidates submit original documents at the university/institute during admission. Fake information leads to admission being cancelled at any time.
- Scholarship students sign the affidavit (Kabuliyatnama) per Schedule-6 of the Regulations, 2077.
