Foreign candidates pay NPR 8,000 per programme on entrance.mec.gov.np, upload a photo, passport or e-Aadhaar, signature and Grade 12 transcript, and pick either Sub-category I (sit the MECEE-BL, first priority) or Sub-category II (apply on your country's national entrance result, matching only for seats left after Sub-category I, with a deadline of October 2, 2026).

All applications go through the online portal entrance.mec.gov.np. The deadline depends on which sub-category you choose:

The notice also states that candidates who applied in a previous year should reuse their old account (with the previous username and password) and update their details; new candidates register a fresh account.
Sub-category I vs Sub-category II
While filling the online form you must choose one and only one of these two sub-categories. They are different admission pools, and the order matters:
- Sub-category I — Foreign to appear in MECEE-BL 2027. You sit the exam. Candidates who take the MECEE-BL are given first priority in the matching process for the seats reserved for foreign students.
- Sub-category II — Foreign NOT to appear in MECEE-BL 2027 (conditional). You apply on the strength of a score in the latest national-level medical common entrance of your own country, at the minimum 50th percentile (or 50% marks) where the result is in percentages. You can only be matched for seats that remain unfulfilled after the merit-based selection of Sub-category I candidates.
In both cases, after the foreign matching is complete, any seats still vacant are transferred to Nepalese paying seats.
Eligibility
- Grade 12 (or equivalent) with Physics, Chemistry and Biology, with a minimum of 50% aggregate in total marks or CGPA 2.4 or equivalent.
- For Sub-category II, you additionally need proof of the 50th percentile or 50% marks in the latest national-level medical entrance exam of your country.
- Candidates appearing in the MECEE-BL (Sub-category I) are prioritised over Sub-category II candidates in matching.
- Selected candidates must submit original documents at the time of admission; submitting fake information or documents leads to legal action under Nepal's prevailing rules and regulations.

File rules: photo must be JPEG, max 200 KB, not crispy or blurry; certificates/documents may be JPEG (max 200 KB) or PDF (max 500 KB), also clear and not blurry.
How to Apply, Step by Step
- Open the portal. Go to entrance.mec.gov.np/Account/Login and click “Don't have an account? Register here.” (You can also start from mec.gov.np → Online Application → Login.)
- Register. In the Nationality section select the Foreign radio button, then fill in Full Name, Email, Contact Number, Password and Confirm Password, and click Register.
- Verify your email. Click the verification link sent to your inbox. If it doesn't arrive, log in and use the Resend button.
- Pay first. On the dashboard click Make Payment. Tick the programme(s) you are eligible for; the total appears below the table. Choose a payment method (bank counter, card, Connect IPS, Khalti or eSewa). For Himalayan Bank counter deposits, use the Update counter payment voucher button and enter the last six digits of the voucher and your mobile number.
- Complete your profile. Under Basic Information enter personal details and click Save and Continue. In Qualifications add your educational details and Save. Foreign candidates can skip the Experience and Professional Council sections.
- Choose your sub-category. In the Reservation menu, tick the Foreign checkbox and select either Sub-category I or Sub-category II, then save with your documents.
- Submit each programme form. From the dashboard open Submit Program Application, click Apply next to your programme, review every detail, tick your reservation group and click Save and Submit Information. Once submitted the status becomes “In Progress” and nothing can be edited.
- Download the Confirmation Page. Your application is only complete once the Confirmation Page is generated from the Submit Program Application menu.
Admit Card, Exam & Matching
- Admit card: available online 5 days before the exam. Log in → Application menu → View details → Download Admit Card. Print it in colour; the exam centre is printed on it.
- Exam: 200 MCQs of the single-best-response type in 3 hours; +1 for a correct answer, -0.25 for a wrong answer. You need the 50th percentile or above to enter the merit list.
- Conduct: arrive at the centre at least 2 hours early with your admit card and original Passport or e-Aadhaar. No ornaments, jewellery or electronics; no pens — a black gel pen is provided. Physical or electronic checking happens before entry, no entry 15 minutes after the start, and you cannot leave before the exam ends.
- Matching: selection is by open house matching with biometric verification, in person. Each programme has a separate merit list; once matched and admitted to one programme, you are removed from all other matching. Your biometrics are taken on the exam date and verified again during matching and after admission.
- After admission: submit original documents at the university/institute. You are responsible for your own travel arrangements and must abide by the Government of Nepal's rules.
