The Medical Education Commission issues the Eligibility Certificate to students who wish to pursue MBBS, BDS and other medical or health-science programmes abroad. It is the Commission's official confirmation that your academic background and entrance score qualify you for foreign medical studies — and, per the notice, it is required before you can apply for such programmes. The rules below are from the MEC notice that accompanies the MECEE-BL result publication (published 11/10/2025), and they apply to foreign studies at undergraduate, postgraduate and fellowship level.
Eligibility Requirements
Students seeking the Eligibility Certificate for foreign studies must meet both of the following conditions, as laid out in the notice:

So even if you did not sit MECEE-BL, you can still get the certificate using your NEET or another accepted score — or, where no entrance exists, an admission letter.

- Citizenship certificate (and passport details where asked).
- SLC / SEE or equivalent marks sheet.
- SLC / SEE or equivalent character certificate.
- +2 / 10+2 or equivalent transcript.

- MECEE-BL score card (or the accepted national entrance score card).
- A letter from the concerned institute stating the level, subject, speciality and study duration (your Offer / Admission letter).
Postgraduate Level
- All documents listed for undergraduate level.
- Undergraduate level or equivalent transcript.
- Undergraduate level or equivalent character certificate.
- Certificate of registration with the concerned council.
Fellowship or Higher-Level Training
- All documents listed for postgraduate level.

Deposit the fee at Himalayan Bank into the account held in the name of Medical Education Commission — account number 04308931670017 — then upload the bank voucher in the online form. The fee is non-refundable once deposited, so the notice is explicit: confirm all your documents before submitting.
How to Apply, Step by Step
- Pay the fee first. Deposit NPR 3,000 (UG) or NPR 5,000 (PG) at Himalayan Bank into the MEC account (04308931670017) and keep the voucher.
- Open the eligibility portal: eligibility.mec.gov.np/onl/.
- Personal Information (Profile): fill every detail — photo, citizenship certificate, and passport information where asked.
- Academic Information: enter SLC/SEE details, then +2/10+2 or equivalent, and continue up to the level you plan to study. Upload character certificates and, for foreign qualifications, the equivalence certificate.
- Eligibility Information: enter the level, subject and speciality you intend to study, plus your academic history up to that level, and upload the certificate copies.
- Voucher details: enter the bank deposit details and upload the voucher.
- Self-declaration: read the declaration carefully, fill in your details completely, and submit.
- Review before printing: since the certificate is issued only after approval, use the Review option to check everything; the Print option appears only after the certificate is approved.
Rules to Know Before Applying
- Verify before you submit. Your documents and eligibility are checked, and the certificate is issued only after a meeting of the Commission decides it — mistakes mean delays, not automatic correction.
- Privacy. Your submitted details are kept confidential and are not shared with anyone except an authorised body acting within the law.
- Existing certificate holders. If you were issued an Eligibility Certificate on or after Shrawan 1, 2079 and want to study a different subject, add a new record through the Add New option in the Eligibility section of the same portal rather than starting a fresh application.
